    But it might also mean that our justice system works a lot better than before; less criminals are getting away than past periods.

    Do we in America really have a much higher percentage of our population who merit imprisonment? That’s the question raised in the article. Or is there something wrong with our justice system when we choose to use prison to punish so many people, and for crimes that don’t merit prison in other societies?
